Love the mod!   I have the Hospital problem as well; Once you build more than 4 or 5 CFC Hospitals each new Hospital simply takes on the exact patient population that the rest of the Hospitals already had before.   So if you have 5 CRC Hospitals with 60000 patients and 50000 capacity (I know numbers are off, it's just an example) and you plop a 6th Hospital then once the 6th Hospital "populates" it will have 60000 patients as well and there will be no change to the number of patients in the other 5 Hospitals. Doesn't matter how many more CRC Hospitals you plop at this point since all the new Hospitals will behave this way.   You can, however, plop non CRC Hospitals and those Hospitals will take away some Patients from the CRC Hospitals. Having to do that kind of ruins the point of this mod, however ;)
