Maybe there is no demand for a rail network or people dont need it to get places, like there is an easier way to get places then rail. Or you may need more stations. Thats in my experience anyway. Could be a number of things I guess.

I just played it than, and holding ctrl did nothing... You can hold ctrl while zoning to change zone size and shift removes the automatic streets.

Wait, do you mean 26,000 distributed between all three or 26,000 for all three which would be a total of 78,000. I think when it says you need 26,000, you just need it in any residential density.
