Hey everyone, im here to learn how to make a region in simcity 4 without using god tools. i searched in google "how to make a region in simcity 4" and the first result is from SC4EVER. in it, it explains how to make a region with a grayscale image with photoshop. i know how to do that, and how to make the picture that tells simcity what size to make the cities. But, i do not have photoshop and have no intention of buying that when it is $300 +. however, i do have a free program called GIMP and it is somewhat like photoshop, and i dont know how to make a grayscale image with this program. God tools take for ever to carve out river and stuff, so please help me!
