    Yeah, I have the same issue. However, you can go to the "Users" folder and click on your user name and go from there. (Username, Documents, SimCity 4, Regions...) I cannot get any of the regions to render. I've tried several different region maps that I downloaded right from Simtropolis. I think the problem might be that the image attributes show it to be in full color and not specifically "greyscale" but I'm not sure. I've read most of this thread and tried some of the other solutions but nothing works. Does anyone else have this same problem?

    Are there any dependencies? I see you said "w2w" and I'm assuming you mean that one of the dependencies is BSC BAT Props W2W Vol 01. Is that the only one?
