I see the empire state building there in your first pic... Is that a "plopable landmark with jobs"? If so that could explain why your commercial demand is so low. If you've got decent demand and then plop one of those huge job producers you'll kill your demand. In general, keeping low wealth SIMS from moving in will stunt the growth of your cities. Even CO$$$ employs plenty of R$ workers. I recommend installing the the Census Repository Vault to keep an eye on demand, drives, and jobs in your region. Also, steer away from plopable jobs! They seem like a good idea, but can cause more harm than good to the balance the game tries to find in a city. -

Well, a library that's not being used can be dropped down to minimum funding ($12, I think) with no negative consequences... You just have to make sure the # of books available stays above the # of books checked out. The library still has an educational effect within the radius shown on your map, so I would keep it, just at the minimum possible funding.

To help you manage this more effectively, you might look around the STEX for the "Census Repository Facility" which will provide you a quick summary of demand, jobs, and growth caps...
