Rengska is the most recent of several Nordic influenced cities I have made. All of my cities are completely functional (with some cheats of course). As an urban planning student, I use SC4 as a design tool to put theory/creativity into practice. I focus on developing very efficient transportation networks. All avenues and roads in my cities are part of a national "freeway" system paid for and maintained by the national government.
