Caesar Philip the arab is dead! The Governor of Optimia, Decimus Scipio is now next Caesar, and Optimia became imperial city (along with rome). This give a privilege of starting wars and diplomatic negotiations without permission of the roman senators, and Optimia can have own grand senate (but Optimian senators must allow wars and diplomacy after discussion).
