I don't think desirability is a problem in my cities, in fact I seem to have way more R$$$ than should be possible (the majority in all the district I've recently looked at, which isn't all of them mind you). The problem is with simcity 4 and refusing to build any of the nice HK bats, or even something other than the McCarthy Condos, which have aweful night lightning 
Kusari City Expansion:
I added 3 new districts to my city, Population now 7.23 million and growing I hope! Finally getting to the suburban sprawl, which will hopefully make the region view look a lot nicer
