effective. Power is Born

Hello,

We officially settled for effective. Power. Why? Because we'll have some surprises in Fairview Town later in the journal. It will be a much different town than effective. Power. Also, effective. Power has 2 plains, effective. Plain and Eastern Hill. We specifically settled in effective. Plain due to its proximity to Just a Range. Just a Range isn't just providing protection from foreign intervention but also serves as a national park. The national park protects some trees from cut by the city development. Just a Range is also have a really good quality water source, which is important for large scale civilization.

For the layout, we settled with Manhattan grid. Why? Because it's expandable, efficient, and more importantly, spreads out the traffic. We also opt for dense urban area because one of our plan is to make a developed city that can be traversed by different mode of transport, ones of which are cycling and walking. Cars aren't necessarily efficient, especially for one or two people. The inefficiencies also go to the noise and emissions they produced. Even if cars are really efficient, clean, and completely safe, some people will prefer other modes than car because driving cars isn't a passion for them.

Years after the laying out the grid, here's the district what we called effective. Plain. There's the national park between the industrial zone and residential zone. Midrise housing and dirty industry were popping out. Traffic are basically everywhere but not in the level of jam. There are also some commercial districts, located within 25 tile radius of residential buildings. It means that the districts can be traversed by walk (or more specially running) for 5 minutes. Again, we don't want to use cars just to shop something. Industrial zone is exempted from this rule due to its pollution. So, you have to use your car to traverse to industrial zone. Don't worry, there's almost no jam to the industrial area.

Water are provided from a source in a green area. The water is filtered using a not-so-high-end technology. At least, you can literally drink from your tap. Not only the ground water we filtered, but also waste. This plant can process industrial and domestic waste to clean water that you can use for various purposes. There are some mid-end housing, too. The middle class was expected to come in masses. But for some reasons, SimCity 4 doesn't automatically upgrade the houses to mid-end housings. Should I manually upgrade my buildings both in future and this city? Let me know in the comments. This phenomenon makes the development of the city quite slow aside from education. We even don't currently care about the citizen health care due to the cost associated with it. But, we do want that to be happen, just the financial situation we lived in isn't enough.

effective. Plain isn't just concrete jungle, but also a true tree jungle. Since we're in a tropical region, we don't expect trees like maple etc, even on buildings if any. This is Just a Range National Park, a rainforest that serves as a barrier of both air and water coming from the industrial area. The forest also serves a place to observe the nature and even for some who loves, live in the nature. We offer this choice even the city is reasonable clean, at least in residential area. Industrial area, not so much. Once the industrial area is clean, the jungle will be used as a beauty of the city. After all, we, humans are coming from nature, not from the city. Cities are just a human construct.

Here's the industrial area. This is responsible for a large portion of the GDP and most importantly, employment of the city. Unfortunately in the start, we had lots of dirty factories. Those factories were responsible for level 500 air pollution. That's unacceptable. Fortunately, the forest is again act as a barrier. We could opt for agricultural area. But they're not efficient enough for our large population. So, we opted for dirty industry. The area isn't only serves as an industrial area. But also, the plant and the garbage chute. We have 4 garbage chute and so far, no garbage in the streets at all. Good job for the chute workers, the truckers, and the collectors. There were also 3 coal plants. They were extremely polluting and relying on imported coal.

28 years later, we're somewhat successful converting dirty industry to manufacturing. The big problem facing now is there's no demand for manufacturing anymore, even though the population is getting educated and educated. Maybe, this is a side effect of not converting low-end housing to mid-end housing to bring middle class. I'll investigate it later. The air and water pollution level is dropped from 500 to 350. Not great, but not bad. There's also an abandonment crisis despite the effort to build commercial zones. Most likely, there's no dirty jobs anymore despite there's no demand for those jobs. Demand and occupancy are different things in SimCity 4, though correlated. If you have a negative dirty demand but your population is still working in those factories, then abandonment will happen.

The industry were expanded to other area to fulfill the dirty demand. But now since the demand is negative, they're just an another zone for manufacturing. I have attached a bonus image with coal power plant for those who want to know what's the original intention. Also, the natural gas in the forth image is replaced by 2 wind turbines due to a complaint by factory managers there. Those areas are conforming to grid but not necessarily. There are instances where the grid is somewhat broken due to slope issues. But at least, they worked. There are also some forest area. I may decorate those areas later.

Who said that a city with dirty industry can't have high-end office towers? Well, we did. There are 4 towers that has been constructed in front of the city palace. They're occupied by some world's renowned companies. Oh, not just 4, but 6. Yes, we built 2 new towers. Farly Audio is one of the occupants of the new 2 towers. High-end towers could have been anywhere in this district. But due to low economic mobility, only 6 has been built. We want those towers to be constructed anywhere within market demand. Let's hope that we can figure out the solution. High end towers and factories are the future, not dirty (manufacturing).

We have an obligation to publicize the budget. Why? Because we don't want to be not transparent what we do with our budget. That's why I'm going to release the budget for December 2028. In summary, we have 4.41% of primary balance, which is trending downward in recent years. Again, the unemployment and low economic mobility are contributing to the income that hasn't increased significantly in the last 10 years. That's makes the spending so hard. We can't spend our money to crime, full fire coverage, parks, and health care for that reason. We wish the primary balance will be 10%. Let's go to the budget.

That's a lot of industry! 

Im curious, where are the commercial zones in the city? I couldn't spot them.
