This project serves to uncover possible terrorist acts, crimes, people and alien invasion & technologies (just because the Doctor is put in the midst of this project) the President for hurry says Yes to this project because also wanted future protection after the disaster of Crystal Cove (for those who missed this is the link). The following day the President went to the headquarters of Blume's headquarters(this was before the properties of ATHENA SECURITY SOLUTION now a division of International Industries)
