Taking advantage of T-Wrecks' new w2w dirty industry lots, I put together this city. Due to taxes, only four types of development are allowed: R$, CS$, I-D, and I-Agriculture. This shows my selection of low-end BATs and how nicely I treat even my poorest Sims.
