I think you should've made the big city closer to the coasts, thos intertiles highways will not work inless you keep entering the hosting tiles by order again and again to assure that the inter-cities traffic increase and works.

I'm trying to keep it 100% accurate to the real thing, The main city(Shinjuku, is literally in the center of the map irl, plus i did some measurements of distance between cities, and it's pretty spot on, Shinjuku  is Very,very far away from the coast(Tokyo Bay) highways are pretty much where they are in real life,albeit not exactly down to correct scale, the whole map will be covered when i am done. Infact this region update, is a pic from January 2013, You should see how the entire region looks now ;)  But i will show that later on in the year along with some closing region shots, needless to say after putting in the actual residential areas around Tokyo center, i am now up to 500.000 sims, rather then 114.000 :)
