What if a small town founds lots of oil in its are?

it doesn't look like your quaint village needs a highway as of yet... however building a rail system and creating an adjacent industral town could allow higher wealth development and save what little your coffers have now... it's crazy to build a highway to nowhere

Well I need a Highway becouse this town is between two big ctiys! One of them is an idustrial city but the other one is a city full of comercial offices!

I wouldn't destroy a city that small with highway so you should make highway outside the city. Otherwise i would go with "A"
Or easyely place a rail.

"A" is my choice. You don't need to build such a complex system to serve so few people.

Go with "A", one highway will suffice, you do not need an additional spur that loops.  Also, see if you could relocate the highway, as to not disrupt the existing functionality of your city's neighborhoods, by ripping thru them with a highway!  Try land not yet developed on, or a combination of "B" with the northern section of "A"
