Equip a population of over 200 adults with steel tools for 4 years.

Every one of your citizens needs to be using a steel tool for the whole duration.

Tips

Check all your blacksmiths to make sure none are producing iron tools.

If you have some iron tools in your inventory, citizens can continue to use them - make sure you get rid of them all.

Set your trader to collect every iron tool in your town and trade them for steel tools.

You will need large amounts of coal to produce the tools - trading can help with this.

Try to stop citizens using coal to heat their homes.

Make sure to set the limit for (steel) tools to over 200.
