Problem with resolution and other settings

I have a damn nice setup so it isn't my computer that's causing the issue.  I'm patched up(with rushhour) and I'm having several issues keeping graphic settings.

The problem is, I'll load up the game and its default res is 1024x768.  I go into the settings and everything is at default...mostly medium settings.  I put everything at high, and I change the res to 1600x1200. 

I exit, load up the game and it doesn't look any different.  I go into the settings and everything is still the way I changed it to.  Weird.

I go into a city, and I bring up the settings there and oddly, it's set at default.  So 1024x768, medium settings....very odd.

I change it back, exit the game and then open up the config file.  I notice at it stayed at 1024, and at 16 bit.  I change it in the config file, and load up the game.  Again, nothing looks different, and from the region map, the settings say it's at the max.  But when I load up a city, its at default.

What's going on?  And why wont it let me raise the settings?

I dont know what the problem is....But if I may give some advice...dont run the game at 1600x1200. I have tried it because I also have such a sweet setup including a HD monitor. But the are some graphical issues that come about from it...noteable in region view cities will have a discollored bar across the bottom and other things

bourneid is absolutely correct, the game does not "like" running at 1600x1200 but as for the settings not changing that does sound more like a system issue ( files set to read only or not having admin rights to certain files) that being said in order to help you further we will probably need your system info (i.e. OS, video card, driver rev. ec al) to provide proper help.

I'm thinking of reinstalling because when I first installed everything was set on medium, now I'm getting everything set on low...which makes no sense cus I never switched it to that to begin with and the defult was medium.  All the lots are empty and dull looking.  Odd.

Any help?
