Please place ALL building requests in the building request thread.  Or in this case, a Lot.  Or are you asking for a mod?  If all you want is a 1x6 or w/e lot with palms on it, that you can put one-ways next to, that's easy to do, just open up the Lot editor and do it yourself, or PM me, I MIGHT do it.  But if you want a mod that changes the middle of the avenues to palms instead of the defualt...haha...good luck getting somebody to do that, lol.  mods aren't easy, and it is UBER rare for one to be made by request.  But you might want to look around in the modding section, I dunno if there's a requst thread in there, but you never know.  Meister out.

This isn't hard at all to do. There is a simple and safe solution, that is locate the avenue median props (preferably those plants), and just replace the model with a palm tree one. This solution has the advantage that the mod can be installed or uninstalled without having to lay the avenues again. The drawback is that all of your avenues will have palm trees. A solution allowing both kinds of avenues requires transit network editing, and is far more complicated.
