Need help with photoshop and custom flag creation

Im pretty new at this whole thing. I was hoping someone could help me with photoshop and creating a custom flag. Ive done everything in the flag creating tutorial and am now at the part where I have to modify all the bitmap images in photoshop. Unfortunately I think I have bitten off more than I can chew and have no idea hot to use photoshop to change all the bmp images to a custom flag bmp. If anyone could help me it would be greatly appreciated.

What's the format (file extension)
you need the bitmap to be? Just the
regular *.bmp extension? If you need
the bitmap in 'index' colors, I think
you go to the tool bar at the top and
I think it's Image>Mode>Index. Then
you would save like any other file.

Which version of Photoshop do you have?
I have Photoshop CS, and I think the
previous one is nearly identical,
minus a few tools and some other stuff,
so I can help with that as well.

And like I said, I need to know the
extension. Also, where is the tutorial?
Mabe if I look it over I could help
even more-so. And what do you mean by
'flag?' Like a national flag, or some
scripting/programing term?
