"The Tire Recycling Ordinance requires that all discarded vehicular tires be pulverized and incorporated into asphalt, in accordance with common road engineering practices. This ordinance reduces both garbage production and the cost of building new mads. A monthly fee, based on Sim population, is deducted from the treasury when this ordinance is in effect. Funds pay for pulverizing the city's old tires, and for delivery of the material to the Transportation Department for use in road construction."
