Questions about mods and the Ulitmate Guide

Hey everyone! I hope this email finds you well. I have a quick question that I hope someone can handle. I am on a stay-cation for this week, and would like to set up SimCity 4 Deluxe. That said, I had bookmarked the "Ultimate Guide" for what mods and such that I would need to download and install before actually playing the game. The guide that I am talking about is 

Is this guide still the one I should rely on for what to download and install before diving into SimCity 4 Deluxe? Or is there a more updated version of said guide? I hope someone can fill me in a bit on all of this. Thanks so much in advance!! Much appreciated!!

I myself only recently used this list...especially the Performance and graphics list... on a fresh install to get things started in the right direction on my new Win11 i9 13th gen 4080rtx laptop. I was worried as all our systems are getting further away from from the original tech and thought I'd have more issues. My city looks like art and is running like a Ferrari
