It's not a "bug", it's just that under normal conditions, a residential building cannot be "plopped" because the base game only knows how to grow them naturally.  If you try to plop it, the game will not connect it to the transportation network and the building will eventually dilapidate and become abandoned because no one in the plopped lot can commute.  Plopped residential lots always dilapidate in the base game.  There are some other issues with plopped commercial and industrial lots also, but their issues are not so evident since they otherwise provide jobs normally and do not dilapidate like plopped residential lots.

After an extensive review of saved game files by various SC4 pioneer modders, it was determined that these lots can be edited either in a saved game file, and later through a cheat code, to change them into lots that the game recognizes as growable.  The first mod was the Growifier Save Game editor.  The second mod is a DLL Growify Mod made by Null45 that allows you to "growify" lots within the game itself.

I highly recommend the Growify lot if you're going to plop any lots, but especially residential lots.  It solves the problem entirely if you use it properly.  Be aware that plopping residential lots is experimental and its effects on the demand elements of the game remain somewhat unknown.
