SimCity 4 Windows 11

My pc crashed and I had to buy a new one. SimCity4 does not work at all well with Windows 11. Graphics fail. Or the graphics card. In the photo you can see what happens, I use an Intel graphics 730 graphics card... can someone help me? (the waves, the cars, the train are not well seen)

Simcity4 already works on my pc with windows 11. 

I just changed the options: 1024x768 resolution and renderer in "software".

Since you're using Intel GPUs that are notoriously problematic for SC4. In addition, the Rendering Software is not recommended as it is defective and if you use prop HD go to CTD for lack of GPU power. To use DirectX (Hardware Rendering) mode you must follow this guide

(Note: It may verify that the recommended launcher does not work properly with the SC4 Steam version. In this case you have to use this alternative launcher)

I'm playing SimCity 4 since August and it works fine with the settings I made
