Import 3ds model into BAT error: "Improper file format"

I'm trying to import a 3ds model into SC4BAT but whenever I try to I get this error message. what is going on? is something wrong with the file? it is a 3ds file. why isn't it working & how can I fix it?

The file I downloaded is mallofamerica3dmodel1.tif. Photoshop won't open it though. Editing the filename to change it from a .tif to a .3ds, it doesn't open in 3ds Max either.

Maybe the file is corrupt.
