Black bars on tiles on the Regions screen

Hi Everyone.  I'm reaaaallly late to the Party, only starting to play SimCity 4 in 2022 for the 1st time! Better late then never.  Really enjoying it but running into a technical problem I'm hoping you can help me with.

I have a 2560 x 1400 monitor...see where this is going?

I managed to finally get that resolution working instead of 1920x1080 by doing the following:

Launching with:

 -CustomResolution:enabled -r2560x1440x32 -intro:off -CPUCount:1 -d:directx -CPUPriority:high -f 

I also installed dgVoodoo correctly in the Apps directory.

So I'm happily importing maps from the site, marveling at my mastery in learning the tools of the trade noticed the following now happing

This happens when I enter the tile and save/exit it @ 2560x1440 resolution.  As you see in the map, it didn't happen at the start but later on.  When I drop the resolution to 1920x1080 and go in and save out of the tile, it seems to fix it. There are some really nice maps and when I build the cities up, I really would like to see the regions in their glory without these black bars. Is there anything I can do to fix this without dropping to lower resolution?

I'm on a AMD 5800x and 3080 GPU.

You could curse at it.

But, as best we know the only solution is to save the city tile with the vertical resolution less than 1200.
