Help, I cannot place bus or sign outside region?

Hello, I had installed one of the mods called 3K OUTSIDE REGIONAL?? the house and others HQ are working fine but their modules are not working and cannot be place. Can anyone comes up with the solution for this or maybe mod? thank you so much

There are issues with border resizing as far as I know. You have to use a mod that enables placement of such buildings outside the original border. At my age of playing SC13, I didn't find a mod that do that, though certainly it exists here in STEX.
