No power zot issue

I have one no power zot that will not go away i have deleted lots and others grow in their place and are powered. Tried canceling the power deal i have with other city and reconnecting power it still did not go away. First image is after bulldozing what was on there before and I moved it nearby. Second shows power is there . Any ideas? I had issue with a no road connection before and there was no lot at all after I obliterated city there was no issue, do not want to do the same now.

Maybe they forgot to plug the cows in. Seriously, it might be that section of road. Try replacing it. Everything in the game conducts electricity, even grass. Maybe string a few power poles nearby, or some other cheap current generator. Go to night mode and see what's not lighting up.

I have replaced the road and the buildings, zot is still there all buildings have power and light up at night.

Random idea: Bulldoze all around it and plop some large civic building (like the hospital) on top of it, give that road access, run a few months game time on medium (rhino) speed, then bulldoze the plopped building.
