Can't get Gigamall or Toxic Waste Disposal Plant

I've been trying to get all four business deals for maximum profit. I got the maximum security prison and the casino row easily enough. But now, nothing for years and years and years. I know the city has to be low on funds to get them, so every January (or within a few months of January) I spend the money down to below $1,000. When I hadn't gotten any new business deals (either the gigamall or the toxic waste disposal plant) for years, I started spending to below $100. Still nothing, and it's 1948 now. What should I try next?

I confess I don't know the exact answer to your question, but if it is similar to SC4, you might also need to have expenses per month greater than your income per month in addition to being low on funds.

With the GigaMall and the Toxic Waste plant, like certain utility structures and rewards, you have to wait until a certain date before they become available.  With the Toxic Waste Conversion Plant you have to wait until at least 1950, whereas for the GigaMall it won't become available until at least 1970.

Thanks guys! I'll try waiting a couple more years for the toxic waste plant (longer for the gigamall), and if that doesn't work, slashing taxes and increasing spending to make expenses greater than income.

You'll only get the Toxic Waste, Gigamall, Maixmum Security Prison and Casino Row as a gift from Mr. Landgraab if your city is in financial struggle. I like to have these buildings in my city, so I usually start of my game with bad fiscal habits, intentionally.
