It can be a lot of different things causing that error. We really can't say without having a look at your output log.

General output_log.txt is located in: C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Cities_Data 

Apple: Users/<username>/Library/Logs/Unity/Player.log 

Find it and attach it to a post here.

Anyone else having issues with RICO mod? Was working perfectly then suddenly game started CTD. I had a look on workshop but the interim mod fix isn't the answer. Amazing how dependent my gameplay has become on RICO use!

It shouldn't be Graphics Card because even that one works with Game.

First of all why do you have mods installed locally instead of subscribing to them? You are missing out on automatic updates that fix the mods for newer patches. That is likely why you are having problems. You also have a lot of old and overlapping mods.

Get rid of these mods:

• All Spaces Unlockable or All 25 Areas purchaseable - They do the exact same thing and there's no point in having both.
• Ground Level Camera
• Extended Road Upgrade
• Advanced Road Anarchy
• Terraform Tool
• Search Box Mod
• Extended Toolbar
• Freewalking
• First Person Camera_ Updated
• Loading Screen Mod [Test]
• Road Namer
• Customizable Building Name Generator

For the rest of your mods I really recommend you delete the local versions and subscribe to them on the Steam Workshop. That way they will get updated automatically and will cause you less problems in the future.

@Avanya I've been having this same problem, although I don't have any local mods. I've gotten rid of the mods you listed, and unsubbed from every mod I installed in the last three weeks, to no avail. :/

My problem is Steam is I subscribe to something it doesn't show up anymore in 25570 so I use this site  http://smods.ru/archives/category/general

and Downloaded latest Loading Screen Mod that got updated yesterday and yes that's not really good site to use but none are I think.

Any place to Download Mods other then Steam that's a good site?

I'm not sure how to fix it to show up right in the game. But you can still get it off the workshop. When you subscribe to something, it goes in this folder: C:\Program Files (x86)\Steam\steamapps\workshop\content\255710 (or something similar depending on where your Steam is installed). You can copy it from there and then unsubscribe. That will at least get you the proper versions from Steam.

Do you have a pirated version of the game? Sounds pretty unusual that steam does not allow downloads when a game is properly bought via steam.

EDIT:

If you have bought the game via steam, try to reinstall your steam and the game. If your copy is valid, the issue must be aroud your steam installation, as the game itself does not download anything.

I don't got it from Steam and reinstalling Steaming doesn't help because 25570 doesn't show back up. Also to many to Unsubscribe to 11648 entries   to get back to 0 and have less Download Assets items. I do have 2 Steam Login in Accounts if that helps because one has Cities XL that can't play that also has this Game and Sports ones and one with the same minus Cities XL.

I guess this is your main issue. Loading mods from third party sites does not guarantee that they are the latest working version.

As I use a legal version I do not have any idea.

I would recommend to buy a legal copy of the game. Playing is so much more fun when everything is working and you also back a little software company working hard to give us a great game.

I have a Legal Copy and really just need Ploppable Rico,Extended or Advanced Toolbar or Building Panel,Find it Prop the Growables,Loading Screen and placeing Unique Buildings more then once Mods.

I will not argue with you about this.
But if this is the case, then steam is blocking you to use a service you should be entitled to use. In this case I would not waste my time to find workarounds, I would talk to steam to find out why they do not allow me to use the workshop.

So if you have a legal copy, this should be the point to start. Without you getting your mods from steam I see no possibility to help you.

I'm not banned from posting on Steam and some how had some Subscribe Items show up in Downloading Folder in 25570 of Steamapps Folder but Common only have folders for Cities XL Platinum no files in it and for other folder Eastside Hockey Manager no problem Subscribe show up in folder. Also if had Pirated version never can load it from Steam because it would not show up as one of my Games on Steam that I have and the only way would is like what I have to do for OTTP is it's Icon on my Computer because don't have Steam version for it. 

The reason why want Not so Unique Mod so can post more then like one Circle K and others Gas Stations. Ploppable Rico Mod just more Places to put in.

Try searching for 255710 by typing in the start menu. It might be that you have it somewhere else because of your 2 Steam accounts. Otherwise try to get a hold of Steam Support. I don't know why that folder won't show up.

Thanks and Appworkshop_255710.acf only shows up and I have posted that in Steam Discussion to see if get an Answer  Also Mods from this Site Downloaded for Game good to use? Also Ploppable Rico Mod is the Problem I think so don't use it intill fixed but can't put King Leo's ones in your Savegame and C. Order folder is where you put Download Mods and so on like Assets in Assets then would show up in Game still does in Files folder but only in Maps.

As soon as you can start to use the workshop and start downloading stuff, you should delete all items in the maps folder (except your self created stuff). Otherwise you start to have the same stuff twice (maybe even in two different versions) what also will cause issues.

All I have in Maps Folder is Maps. All my Assets are in Assets folder,Mods in Mods folder under Addons Folder and know just get Errors at when Saved or New Game is loaded.

Well, then I did not look good enough into your logfile. I mean, you should delete all local copies received from other sites than steam workshop and let the workshop do the thing.

With Assets that were either updated or uploaded this year Game loads fine but have Greyed out Buttons on Toolbar but with 670 loaded including ones from December when gets to Level Loaded Words on Loading Screen get scrambled.
