Super Demand, a Radical Mod

ok, so guys heres my problem, I just wiped my pc clean reinstalled everything, had it for a few months it works great... reinstall simcity 4 deluxe, download this ordinance into my plugins the way I did it before the wipe.... shows up under gambling, I enable it, but nothing happens... no change in demand... even after running the city for a few months nothing went 500% like it did before,, restarted comp, reinstalled plugin and everything... whats has gone wrong, why ist it working ?

Sometimes it takes a few years for the Super Demand Ordinance to kick in. Not sure why, but try and develop and zone RCI while you're running the game and you should see the demand drastically change.

The Super Demand Ordinance changes all facets of RCI. If you do not want a certain group having too much demand, you can tax them out or choose not to zone it.
