Well, you could probably start by checking your power plants and water pumps if they are used to their max ... click with query tool on your power plant/water pump. If you've built a large city, this is probably the reason.

To be sure about your problem, you can also try with different tools, e. g. graphs are very useful. I am sure your query tool doesn't lie ;). Take your time, search through the forums, you will get your answer

It would help if you posted a picture showing your city. But I can give you a few suggestions.

Go to the data views in game and select the Power data view. Make sure that building is powered with a powerline (or zones) connecting it with the power plant if necessary. Power is carried across zones and powerlines but not across empty land.

Also, your power plant might be over capacity. To check, go to your power plant and click on it with the Query tool. It will show the capacity used. You might have to increase the funding using the slider to increase its capacity. Or, if the power plant already has full funding, you may need to build an additional power plant to give the city more power.

The program only runs the pathfinder something like every 120 passes of the simulation.  It can take a long time for transportation changes to come into effect.

About your utilities:  Power and water plants have a fixed life and a fixed capacity.  The capacity drops as the plant ages.  So look carefully at the result of querying any of them.  The best way to see how things are going is to use the power and water displays.  Look around the STEX for better utility plants.

About pathing:  The name of the game is SimCity Rush Hour, and it is not a general city simulation notwithstanding the Deluxe moniker.  The Deluxe set is simply the original game plus the Rush Hour expansion pack.  Many people don't know this, I believe.  So the goal of the pathfinder is to find the best path (with NAM, the fastest), from home to job and back.  If your layout does not provide good paths to the workforce to get to and from the jobs, you can expect trouble.

Abandonment:  The reason for abandonment might not be the one given.  If you get an 'abandoned due to commute time' this is the default "I give up" result.  Abandonment might be caused by not having enough of the type of Sim you need, or worse, not enough jobs for the type of Sims to work at.  If you have the extra cheats dll package loaded you can examine a building with the query (/) operator by holding down CTRL+ALT+SHIFT and passing the query operator over the building.  This will give you the debug panel which has more useful information in it as well as some obscure stuff of interest only to developers.

your situation sounds like a dried out power system to me. You should level and rebuild the current power system you have, and pay close attention to the charts and graphs associated with power.

    guys thanks.

    I solved the problem.

so onlz diagonal buildings was abandoned.

and reason was that it must be at least one square of road or pedestrian right next to the square under the building. and some buildings have a large area underneath but only one square. square where the arrow is. i think you understandt me explain because me english is not good...

This should only be an issue where no part of a separate lot touches the road/network. So if a 2x2 house had one tile touching the road, you should be alright.

For C/I zones, you can use PedMalls to connect lots to the road, but this won't work for Res.
