It's probably a demand issue. Try improving the mass transit systems, lowering pollution, increasing availaility of schools hospitals, increasing police/fire coverage or lowering taxes. If those don't work, well, a city can only have so many people.

The mazimum amound of highrises a city has is 49% of the map, so there might not be enough room.

When cities get that big it is common to have large fluctuations in populations.  It seens like large fluctuations, but it is a small percentage.  Just keep up the funding for the civic, and utilities.  When they get that big it is hard to keep the congestion low, but do your best.

you could also try to create more jobs. it's also possible that you lowered your demand caps by demolishing some parks or a stadium or something like that. so build a few parks and maybe your demand starts rising again

May I suppose that you also have negative demand for R$ and ID?

This is a classic situation when EQ, HQ and land values rise. The demand model of SC4 is completely flawed, so you can have residends fleeing, but no new ones come in, despite the job vacancies and empty housing. However, no matter how much your are fed up with this, I would recommend against installing mods like the super demand mod, they cause problems too (plus they destroy the game's balance).

There are some actions you can take to overcome this:
- Zone more commercial
- Zone larger lots for R, 3x4, 4x3 and 4x4 (or other sizes if you have downloaded custom buldings)
- Develop neighbour cities, zone more I and C there
- Build more efficient mass-transit, preferably fixed-track networks (I prefer subways) and make more connections to neighbour cities
- Build more parks and plazas or landmarks, you may have hit some caps

Hope these helped.

IMO, it's due to your neighbouring cities. All the sims (of the majority thereof) commute to the one cenral city (810,000 one) and then leave at night. This causes huge congestion issues regardless of how good you think your MT system is. 19.gif

I once had a city of 1.05 million CO$$$ jobs in a region of 5 million. Needless to say, the population fluctuations in that city were enormous as 5 million (or thereabouts) people commuted all over the place and especially into that central, skyscraper-filled city.

You probably have to improve your MT system and check out what the underlying problems are to encourage them to stay in one spot.
