Install SC4 on windows 8.1

I have had a legit store bought copy of sc4 deluxe rush hour for years and wanted to do a fresh install so after uninstalling now it won't reinstall. I get the setup that pops up when inserting the disk but when clicked on nothing happens. even checked the folder and there is no run.exe r anything else to run to install the game. I am reinstallig because of issues with something I downloaded to the game.

The most likely explanation is that either the disks are dirty or scratched/damaged. Assuming they are not in a poor condition, you could try cleaning them with a soft cloth, if you've not done this before be careful to use something that won't scratch the disks.

Otherwise is the optical drive the disks are placed in working with other install disks, optical drives after time loose the strength of the laser signal that reads disks. I've had cases where disks work perfectly fine with a new optical drive that didn't with older ones, if there is an option to try the disks or even install from another drive (for example a networked computer with an optical drive), you should try this too.

Optical drives also get dirty, especially under heavy use.  You can get a drive cleaning kit (I have one) that has a small brush on one of the tracks in the disk that comes with the kit.  Running the kit can clean the lens on the laser readout.

After you finish your install, remember to install the patches for EP1 (bug fixes) and the BAT custom content night lights.

Another possibility, although I personally forgo the expense and use a cotton bud with a trace amount of vodka for such cleaning, it works just as well, you need to be delicate with it however.

I'd use isopropyl alcohol, and a bit of lint-free cloth.  The problem is getting into the drive to do this.  One drive I have actually slides out the entire laser assembly when you open it to insert a disk, which makes thing much easier than drives that use a tray.  Be damned careful with liquids around computer gear.  If I had it, I'd use freon spray.
