i'd downloaded so many mods, skyscraper mods obviously. but when i put it in the plugins and open up my games, there's nothingg. someone please help

Are you sure you have all additional plugins that might be needed for it to work?  Also make sure they are not RCI mods if you want to plot them right away otherwise you have to wait for different in-game requirements for them to show up.

Further to what helomoto said, if they are indeed RCI mods and you do not wish to wait you can access the full list of buildings and plot them yourself by typing Ctrl + x and enter buildingplop into the box and hit enter. The list of every building will appear, but do not use it for residential buildings as they will soon abandon. If not, check back on the page where you downloaded the skyscrapers and it might tell you where it's located e.g. landmarks.

If you've a number of downloads that never seem to be appearing in-game, perhaps you've installed them in the wrong place.

The default folder for plugins is My Documents\Sim City 4\Plugins. Bear in mind that both the Steam and Origin versions do not use the default install path.

To really help you properly it would be helpful if you gave some examples of lots that are not working for you.
