Yes, win10 runs C:S for the most part right now.  I'm sure they'll fix everything up once win10 is officially released.

Needing a lot of ram is not going to change with the operating system.  The game variables will still take up the exact same memory footprint.

Well according to the system requirements Cities Skylines is made for 64bit operating systems and that the recommended amount of ram is 6gig.. So since it seems that C:SL is a 64bit game and as such it will probably use any and all available ram up to a point..

It runs in Win10 Pro x64 without issues for me.  I use the one from Microsoft download page.

4gb is minimum RAM, but not enough.  6GB is optimal, as windows wants up to 2gb, plus the game want up to 3.5GB and it you want to install mods/assets then you'll probably need 8GB or more.
