Can someone upload the traffic manager mod that enables to manually manipulate traffic lights and lanes on intersections?

Yes, while workshop items are welcome here, as explained in the this would need the original author to explicitly grant permission.

Even with good intentions, without this necessary step, items can't be distributed here by someone other than the author.

 

Also just to clarify, the thread TPB mentioned is best used for new content ideas, not for requesting existing items to be shared on the STEX.
