Taxes and Loans grayed out in Economy panel

On my first game, I can't borrow money because the Loans tab won't activate in the Economy panel...the same goes for the Taxes tab by the way. I started a new game and noticed the same problem.

Any ideas what I'm doing wrong?

You need to unlock a couple of levels before you get them.

As teamyoyo said, you don't get access to those features until you reach certain milestones. To avoid this and have them available right away you need to activate the Unlock All mod, which you'll find in the Content Manager
