HELP! Big Lizard is stuck.

I had the big lizard pop with a random event while I was AFK.  When I came back he was pointing in the wrong direction and trying to dig down in the earth.  He only traveled half of a block as only a couple of buildings were destroyed.

 

I tried exit the game and quickly reboot my mach.  but he was still stuck, but no longer trying to dig.

 

I then waited half an hour and tried again with him still stuck.

 

I even tried to respawn him manually with the disaster menu and I got an error message that an event was already in progress.

 

I had this happen before, but it was with the Orion mod when the Big Lizard got outside the border it got stuck in mid air.  I just figured it was a mod issue, but this time I have just vanilla simcity deluxe edition. (heroes and villains.

 

Any else have this issue and found a cure?

So you quit out of SimCity and load the city back up and he's still there?

Yes, even visitors see it stuck.

 

I bulldozed the surrounding streets thinking maybe it was the cause, but no help.  Then I thought it may be the garbage dump as that is where he despawns.  so I bulldoze the garbage dump and he despawned.  I was afraid at first that he would roam forever looking for the garbage dump, but he luckily despawned.

I had the lizard get stuck, meaning not moving anywere and just digging at an elementary school. I blew up the school and at that point he continued to dig and then disappear.
