There is only one NAM.  What you are looking for is a mod for signs.  Search the STEX for the key 'sign' or 'signs' and you may find at least one.  If the STEX search doesn't work, try Google forcing to the STEX.

There is a mod on the LEX for intersections having stop-signs; https://www.sc4devotion.com/csxlex/lex_filedesc.php?lotGET=1932(and for SAM; https://www.sc4devotion.com/csxlex/lex_filedesc.php?lotGET=1933 )

 

Not sure how it will work with the latest NAM though..

 

It should work as intended, except that it won't work with Street×RHW crossings, Street×NWM crossings, the two new SAM networks, or Street×Draggable FAR crossings. Those were made ages after those mods were released.

 

The other thing is those two are European-themed mods. Are we sure the OP is looking for that or a North American-themed mod?

That was not specified.. but this could be changed by switching out the props right? (asking on my own behalf riht now)

No; probably you'd have to rewrite all of the T21 exemplars, or worse, remake all of the props. (There are a lot of exemplars to change, so rewriting them all would be out of the question.)

StarSim21:  I'm going to take a guess that what you mean here is, "Is there a way to have stop signs instead of traffic lights at the junction of two roads?"  If that is in fact your question, the easy way is to use the Rural Road tile pieces.  Bulldoze the intersection tile of your intersecting roads, then tab through the Rural Road pieces until you find either the 4-way or T intersection (turning the later as needed).  I don't recall if it gives you stop signs, but I know bloody well it won't give your traffic lights. :)
