options on how to illiberate city

When under 'God Mode', there's an option to illiberate (blow up) the city and it keeps the terrain but gives you a fresh start... is there an option on how to do this when viewing each individual city while on the region map? 

I can only see so far that you can delete the city in which deletes the terrain too...

As far as I know, you can only obliterate a city while you are playing it.  You cannot do it from the region view.

If you want to reset the entire region, then simply render it again.  It wipes out everything and restores the terrain.  Otherwise, open each city and press CTRL+SHIFT+o

If the city is bugged and you cannot open it, do what Nonny Moose said an re-render the region, but under a different name. Then start a new city in the new region and import the city tile you want to replace from the newly rendered version.

I can imagine. I had this case already, it's not pleasant. But as I said, if it's just one city, you can at least save the rest and just import a newly rendered city.
