Can the decay of a regional core city downtown be simulated in SC4 with the residents and jobs moving to the different suburbs of a region? I thought that sims in one city can move inbetween different maps, but is this correct?

 

BTW I'm slowly starting to finally get the hang of things by getting anything other than low-wealth RCI.

Are you worried about the gameplay aspects? Or are you looking to simulate it in terms of eye candy? Gameplay can be manipulated through taxes, health, education, fire, police, parks and transit commute times. The eye candy way can be done with plop able buildings to create a distressed look. You can also experiment with both. A CJ named Tenements & Rust simulated that type and it may give you ideas. Check out NY, SF, HK bats in stex. Also look at Detroit, brick lots.
