catastrophic SimCity 2000 SCURK failure

So is this it then? After my PC was repaired a week ago,  I tried to boot up SCURK to continue working on my tileset and this happened. recopying the files from the disk did nothing, nor did any fan patches, compatibility modes, registry fixes... nothing. It's as if the program had just keeled over and died one day. (I am lucky that SimCity 2000 itself still works). If there is already a forum that discusses these issues on the site can I be directed to it? A search about the issue didn't come up anywhere on the site or on Google, so I'm guessing this is a first time reported incident.
