There aren't overlay textures

This problem started when I have moved to another computer. I have no idea with what it happend... But I'll tell that:

- exe of simcity is 1.1.640.0 version

- there is launcher

- there is no any mod

 

Picture of this problem is here. Near normal clinic is parking, here it is missing. This problem not only with a clinic, this with ANY lot.

In your game's graphic options, check City Detail is set to medium or high.
 
This can happen when installing the patches, which may reset these options to default values (low).
