NAM v32 is available at ModDB, here on the or over on the LEX.

Demand can be quite complex and is determined by a number of factors. First of all, it might help to know whether your game has been patched with the EP1 update. This is a prerequisite to install the NAM and most custom content. A quick way of checking is to hover over your SimCity 4.exe file and view the "file version" number. If not 1.1.638.0 or higher, you'll need to install the correct update for your game's version (see my signature link to view the SC4D update page).

Once we've established this, could you tell us:

  • Do you have any mods that could possibly impact the demand? Some of these radical mods can do more harm than good, and usually mess up aspects of the simulation.
  • Does this occur in a brand new region? I assume so when you say "new territory", but just to confirm.
  • Are there any neighbour connections?
  • What types of RCI have you zoned?
  • Is everything powered?

It might also help if you could post a screenshot of your demand graph.

In a fresh region's first city you get the default demands unless you have a demand mod (not recommended).  The easiest way to increase demand is to bite the bullet, play the city to be in the black (Sims:Jobs = 2:1), then open a neighbouring city.  The demands across the connections tend to even out and reinforce each other.
