"Closed By Mayor"

So, I started playing Simcity today for the first time in a while, and I added some mods because last time I played vanilla it sucked. But now some of the vanilla buildings won't work. My Coal Mine and Ore Mine are "closed by mayor" but there is no option for me to enable/open them

Just tried it in vanilla, same error, so I'm assuming it's not mod related.

That was odd, It appears that replacing the buildings fixed it.

I also, erm, obtained a copy via questionable means, so I could play the CoT expansion (too poor to afford it), and I had this same bug happen. For the record, I do have a legal copy of the base game https://i.imgur.com/4wcYkSA.png

Admitting to owning a non-authorised copy of COT while posting a screenie with your origin ID is not the smartest idea in the world... Just a hint.

I've actually contacted Origin customer support and said in plain English that a pirated copy of one of their games works better than a bought copy. Slightly surprised they didn't do anything, slightly not.
