So I used a starter, but when I go to use a draggable, it doesn't seem to work? It worked before I updated NAM versions (most recent)

Somehow you selected the "RHW withous RULs" option.  Re-run the installer and make sure you install RHW with RULs.

What is RUL's?

I think I see what's going on: there may be an outdated version of RHW installed, and by the looks of it, RHW version 4.0. Anything before NAM 31 shouldn't even be handled with; starting from NAM 31 and going forward, everything that has been a separate NAM-dependant plugin (such as RHW) is automatically included with the NAM itself, and trying to install an older version of RHW would overwrite the new files with the old ones.

Install the RHW that comes with the NAM installer, not the RHW that's version 4.x. If that doesn't work, remove the entire RHW folder and reinstall.

I tried that, no luck. I re-downloaded the installer too, just to be sure.

Uninstall the entire NAM, and Windows Search the plugins folder for things like "NAM" and "RHW" to make sure you've gotten rid of everything.  Then re-download the installer from Mod DB and do a standard install.

Just a note.  When the new NAM decor first came out (31), I walked all my plugins and took out anything that had to do with transportation that was in the NAM list, then I installed the NAM.  The change was so drastic it turned on my ultra-cautious mode.

Try this: rename or move your Plugins folder and create a new one.  In this new one, install a freshly downloaded NAM--standard install.  Test it in a blank city and see if it works.

If you're trying to download the RHW as a separate mod, you're using an outdated version. Definitely get rid of it, and all the other old separate mods like the SAM, HSRP, etc.

The latest RHW comes packaged in the NAM 32 mega-download, available at ModDB (I posted a link a few posts back).

When i downloaded the NAM i wad coming off a complete fresh re-install onto a brand new unit. So the copy of RHW that comes with the NAM v. 32 is a bum lot- i tried to re-indtall it also. Do if 31.2 works it already is the better version, because well it works. Slso i notice that when trying to place a starter piece there were never any arrows indicsting which way the flow of traffic goes. I glanced at a couple of tut and all those guys had arrows on their starters

I took your advice and no go. I did however notice when i was reinstalling i got some error(to do with the controller) because it says i may not have java installed... (everything installs though) Whats up with this? Maybe the damn thing works and I don't know how to make the traffic flow? because NONE of my starter pieces have a direction.. I assume the road goes in the direction of the median on the inside... but I am assuming.. when I make a connection to a nation. my arrows always face the same direction on both  pieces of RHW. when i connect a ave. to the nation i get arrows in either direction.. Thats just question about the nation connection, which is moot because I cant get a sim to ride the RWH. should I see cars on the highway e.g the roads?

Wait a second.. lets assume someone used maxis road and avenue pieces then tried to connect a half of a avenue to a MIS > on/off ramp> hwy? Or must the Nam be the 1st and only piece of roads/etc used? i just used the maxis because i wanted to mess around with the RWH.

    *Edit*

Reading the manual helps. In my personal case I am not hooking up the nation connection correctly. We shall see if that is the problem!!!  lol-

but my question I have about maxis road to NAM Road. does it merge  or is it a pick one or the other?

     <snip>

You'll have to clarify. NAM road doesn't exist. There are things like the RHW and the NWM. The NWM is a starter-based system that is drawn using the Maxis Road (RD-2) tool, while the RHW is made using the RHW/Dirt Road/ANT tool (called the RHW-2 tool in the menu).

The old tutorials you see are just that...old. The methods they show are often still valid, though many things have changed in the RHW since. Elevated networks are available for all widths of RHW, and starters are now drag-through; previously they could only be dragged from the ends but didn't let you drag through the middle. Now you can drag straight through the starter and really just forget about it after you plop it. Just be sure to have placed the starter facing the correct direction for your driving side/highway setup.

MIS can be dragged straight into the proper side of the Maxis Avenue (AVE-4 by NAM convention). It can also be dragged into OWR-2 (and vice versa) and a transition will appear automagically.

Neighbor connecting pieces must be used for neighbor connections after you drag into the neighboring city/SimNation and get the orange arrows to appear. The documentation is a big help. There is a network hierarchy as to game preference when drawing roads, but I don't think that's what you mean.

Finally, while I don't know if English is your first language, you would do well to keep your posts grammatically correct and free from spelling errors. New players often have questions that experienced users have long since answered, and while we're more than willing to help, deciphering your "$%&^! speak" (no offense meant) becomes much harder if we can't read what you've written as well. Bad English is still decipherable if your spelling and punctuation is in the right spots.

Finally, Indiana Joe is right. We need some pictures, as it's much easier to communicate that way, particularly when you're new to the terminology and seeking help for unknown problems.

My apologies- using my phone to post. I can only get trucks to ride my RHW. I have followed the pictures in the manual. I am using the RHW-4 and have no space between the two. It fails, i dont know. I will try with a tile space and connector when i get home and re post. Also, how to i get the view with the squiggly green lines on the roads. I dont know what its called.
