How do you delete the expansion pack and go back to the regular simcity?

Well, you can easily just use only the non CoT features. Check the futurization map to make sure you are not using them.

Doubt there is an easy way to do this.  Maybe uninstall then reinstall just the base game would probably work the best.

From what I understand all the DLC and the expansion is in every game, except that its only unlocked for the people that bought the expansion. When I buy a new DLC I never had to download anything new other than a required patch before I even bought it.

If you don't want to use it then just don't use any of the expansopn buildings although there are a few expansion building available to people that didn't buy it too. It's probably too late now but I think EA. offers a refund on games up to 10 days after you buy them.

Seriosuly though, I doubt you can. I asked about deleting some of the DLC I had, The Progressive pop-ups were driving me nuts but I don't think you can actually remove DLC from the game.
