[Mods] Square terraforming tools

I have played Simcity 4 for quite some time now, and have a 2 gb folder full of mods. But the thing I miss the most is actually a terrarforming tool, for use with for example CDK3 docks and seawalls. So hereby I request a experienced mod maker to provide those of us that crave for such a tool. To create it and share it with the community. Special point of interest, I know about the Simpeg leveling tool. I have used it and still use it, but it won't work with water for things as docks.

Patience.  Some serious practice with the mayor mode civil engineering tools suffice.  The most useful is the terrain leveller, which can be used to not only level terrain, both surface and underwater, but also to remove extraneous land, or conduct land fill operations.  Example:
