Every time I play a certain city all my power plants are at zero and I have to slide them up.  It happens with 4 different types of power plants. I have the city and come back and I get the same thing.  It only happens on that city tile, not any other.  Weird..any ideas?

Sounds like the phantom slider bug.  If you installed a new power plant or power mod without demolishing all existing power plants first, this can happen.  Same for all civics/utilities.

If you have a some civic building that has out of bounds capabilities, this will happen.  Check for high capacity in custom content.
