Looking to create Vanilla region [MUST HAVE SKYPE/TS]

I'm new to the forums but not SimCity, and I'm looking for someone who wants to build a region with me. Whoever wants to join must need:

 

• Skype -or TeamSpeak-
• Meh-level experience or higher.
• To not have the Impulse to randomly quit after a few days / abandon cities.
• A Microphone.
• To not be a Dumb-Darrel.

(Also, for those who don't know, 'Vanilla' means you must not have DLC such as Cities of Tomorrow~)
