Im not sure what possessed me to do this but I managed to isolate a criminal sim on a little square dirt road adjacent to the region highway..... I let him chase his own tail in the red sparkling car for about 2 hours. He was all by himself on this dirt road. I saved and exited game. Came online tonight which is apprx 23 hours later from my previous save, and now on this little square dirt road is the original criminal in a car, a criminal sim on foot walking and a single crime prevention van. Im not sure what to make of this. I just thought Id share this little tidbit of info. What are your thoughts?

There's a certain random factor.  If the game saved every detail about every sim's exact, momentary location and actions for every city, it would be an awful lot of information for the servers.  It's a city simulator, not The Sims.  While every Sim is separately simulated to an extent, it has limits.  I'm sure everything won't be quite exactly as you left it.

Wasn't that the so called great benefit of the glass box engine? i.e. you counld simulate every aspect/agent of the game by itself?

I mean, I don't know what to tell you.  It just didn't quite work out perfectly I guess.  It does simulate every single sim, but it sounds like there's a bit of a reset whenever you exit and come back to a city.  Several things have been nerfed in the numerous updates because, while they sounded great in theory, they didn't work that well in practice.  The game still needs work; it's getting better.  Slowly.
