Solar Farm randomly losses workers

Hey everyone.

 

I'm trying to figure out if there is a bug or something about the game I don't understand. I am in a region right now, Whitewater Valley, and the other players haven't played for 2 days. I currently have 125K in population, and the solar farm was running when I was at 100Kish. There was no dramatic event, no drop in population in my city, no removal of transit, and yet, the farm shows only 260 workers and the power is out (again).

 

Does anyone know what causes this?

No but I have had a few issues with it needing to rebuild every time I start a new city around it.

I would hazard a guess that it is bugged but I never really go in for the great works so I cannot say for sure I am afraid.
